Exmo/as Senhores,

SocietalSystem é um proposta de novo sistema de organização societal, mais sustentável, socialmente inclusivo e economicamente beneficio para todos.
Uma resposta conceptual é prática à uma das mais ventilada frases destes tempos, por enquanto com nenhuma resposta sistémica: " É o sistema. O sistema tem de mudar ". Então qual outro sistema ? ...
Um sistema societal tem de ser composto de um conjunto integrado de instrumentos cognitivos, iniciativas e infraestruturas.

SocietalSystem abrange todos os sectores da sociedade de cada país, dos parcelos até o nivel nacional, mesmo incluindo as relações internacionais.
Consiste de um banco de dados colaborativo, com documentos moduláveis, um crowd-programa de dinamização societal e um holding de redes regionais de micro-empresas e outras entidades socio-económicas locais, e um movimento massivo de revitalização rural, explorando uma meta-rede de grande terrenos agro-florestais et satélites abandonados ou mal aproveitados.

 A aplicação e-racional do modelo de SocietalSystem à Portugal devia gerar, em 5 à 10 anos, um volume económico até 50 mil milhões de Euros por ano, par além de induzir a criação de à volta de 500.000 empregos decentes on ano inteiro !
E isso com uma proporção bastante mais baixa de "despesas coretivas" que são incluido no PIB e dito crescimento actual, substituindo grande parte das importações por produção local, e reduzindo substencialmente as actuais, insustentáveis, dívidas públicas e privadas.
É preciso, no entanto, prever a perde de mais de 100.000 empregos nos sectores não-sustentáveis.

O programa actual de apoio à estágios nas empresas, formalizado na Portaria n° 131/2017 de 7 de abril, inclui, no seu artigo n° 20, um "Regime especial para projetos de interesse estratégica".

O SocietalSystem em geral e os projetos-chave envolvidos são mais que de interesse estratégico para Portugal, são na verdade, segundo numerosas pessoas que tomaram conhecimento do projeto, simplesmente vitais para o país, e para o mundo.

O conjunto de projetos no SocietalSystem Portugal deviam efectivamente ser objeto de medidas urgentes e prioritárias. E sugerido de aplicar os apoios em forma de estágios aos empresas, previstos na refererida Portaria,  para elaborar a pesquisa e a redação dos StS-Documentos prioritários, por Distrito e Região Autónoma, e para a preparação da implementação dos projetos estruturais com os grandes terrenos.

Propomos à um máximo de entidades públicas, organizações empresariais e empresas relacionadas de aplicar os meios, previstos na Portaria referido e noutros fontes de financiamento para a realização dos projectos-chave do SocietalSystem-Portugal.
Empresas e facilitadores entrando na StS-Plataforma terão acesso à royalties, ações ou prioridade de fornecimentos, em um ou mais projetos, do local ao global.

  through a radical e-rationalization of public governance, private management and personal way of life,
* Inducing a massive rural revitalization movement,
  so reducing drastically the dependency of the country
  from importing products and services that can be produced locally
* Letting Portugal, once again, open new worlds to the world.

Dear,

SocietalSystem ( StS ) is a proposal of a new societal organization system, more sustainable, socially inclusive and economically beneficial for all citizens.
A conceptual and practical n answer to one of the most ventilated questions of our time, until now without any systemic answer: " It's the system. The system has to be changed ". So, which other system ? ...
A societal system has to be composed of an integrated set of cognitive instruments, initiativas and infrastructures.

SocietalSystem covers all sectors of society of every country, from its parcels to the national level, up to include its international relations.
It consists of a collaborative databank of, also offline, modulable documents, a crowd-program for societal dynamization and a holding of regional networks of local micro-enterprises and other related entities, plus a massive movement of rural revitalization, exploiting a meta-network of non-used or poorly managed large agro-forestry plots and satellite lands.

The e-rational application of the SocietalSystem model to Portugal should generate, in 5 to 10 year, an economic value of up to 50 billion euros per year, apart of inducing the creation of more than 500.000 year-round, decent jobs !
And this with a substantially much lower proportion of corrective epenses than now included in the current GDP and dito growth figures, substituting large parts of imports by local productionand reducing substentialmente the current untenable public and private debt.
However a reduction should be incalculated of more than 100.000 currently unsustainable jobs.

The current program for support of training periods in a selection of enterprises is formalized in the Portaria n° 131/2017 de 7 de abril, and includes, in its article 20, a "Special regimen for projects of strategic interest".

SocietalSystem in general in general and the projects in particular have more than a strategic interest for Portugal, they are indeed vital for the country, in fact for the world, as many people who studied the proposals, stated.

The whole set of SocietalSystem projects for Portugal, should be the object of urgent initiatives of high priority. Therefore it is suggested to apply the refered training support to the enterprises, as mentioned in the Portaria, to the the research and editing of the priority StS-Documents, of which the models are ready, per District and Autonomous Region, and to preparation and implementation of socio-economy networks and and large agro-forestry plot projects.

We propose to a maximum of public entities, business organizations and enterprises to apply the resources, as available through the Portaria, as well as other finance and logistic means, to the realization of the key-projects of SocietalSystem-Portugal. Enterprises entering in the platform and related facilitaters will have a stake, in the form of royalties or share or supply priority, in one or more project entities, from local to global level.
